Bulgaria's accession to the EU entails compliance with the EU's Environmental Directives which will present a substantial challenge requiring some EUR 7 billion of investment. The lack of a sustainable financing mechanism in the sector has been pinpointed the root of the problems. According to the government's strategy, the major tool for restructuring the sector will be public private partnerships - ranging in their form from service/management contracts to concessions and BOTs.
